Also, the Jones Act means that any foreign registry vessel that enters Puerto Rico must pay punitive tariffs, taxes and fees to enter (this raises prices on the island, makes it a captive market, discourages foreign aid, and strangles the economy).
The Jones Act has NOT been waived by the US government during this period of disaster.
